Draft Laws on Property Tax, Military-Industrial Complex, Police Debated

At March 25 sitting, the RA NA Standing Committee on Defense and Security moderated by Andranik Kocharyan debated the draft law on Making Amendments and Addendum to the RA Law on Property Tax authored by the Government in the first reading. The RA Deputy Minister of Defense Gabriel Balayan presented the purpose of the policy being implemented in the sphere.

The MPs mainly expressed viewpoints for it.

The Committee members also debated the draft law on Ratifying the Protocol on the Procedure for Transferring Narcotic Drugs, Psychotropic Substances and their Precursors, Firearms and their Essential Parts, Ammunition, Explosives and Explosive Devices where such Items Constitute Physical Evidence in Criminal Cases as Evidence for Criminal Cases. The RA Deputy Head of Police Tigran Yesayan assured that the Protocol was signed in 2017.

The package of the draft laws on Making Amendments and Addenda to the RA Law on Military and Industrial Complex and on Making Addenda and Amendments to the RA Law on Defense was debated in the first reading. According to the RA First Deputy Minister of High-Tech Industry Gor Melikyan, by the law on Making Amendments and Addenda to the RA Law on the Structure and Activity of the Government the authorities and functions of the Military and Industrial Committee of the RA Ministry of Defense were transferred to the RA Ministry of the High-Tech Industry.

The MPs debated the draft laws on Making Amendments and Addenda to the Law on Police and on Making Amendments and Addenda to the Law on Service in Police presented by the RA Deputy Minister of Justice Kristinne Grigoryan.

The Chair of the Standing Committee informed that preliminary numerous debates were held, but because of the pandemic parliamentary hearings were not possible to organize.

The MPs emphasized and positively assessed the complex reforms being implemented in the police and underlined the necessity of creating a new character of police officer.

The debated bills were endorsed to be included in the draft agenda of the fourth session of the NA convocation.
